Developers build storm water detention basins when they build subdivisions. A retired Salem storm water manager told me more than half of the hundreds of storm water basins constructed by developers no longer worked properly. The basins are designed to reduce peak flows in streams. When they don't work, all the impervious surfaces, i.e. roofs, streets and driveways drain directly to the streams increasing erosion and flooding downstream. I do not know if the city has inventory and monitoring reports of storm water detention basins.
